We find that ‘dual-phase’ eye make-up removers tend to work best, even if you aren’t wearing waterproof mascara.  The best ones look separated, like salad dressing:  the oil takes off the make-up and the water eliminates some of the greasiness.  As with vinaigrette, mix well before use.
